Help Urgently Needed!!

I need to ask someone who can help me. I need someone who can help me to create a community based website. Since I currently reside in Singapore, it'd be very much appreciated for people who reply to live in Singapore (or San Francisco). Here are some requirements:

1. Budget: I want you to actually become my partner. But if you're looking for a freelance job, my budget would be around S$1000 or USD1500 (negotiable)
2. You must have previous experience in creating a community based website before (proof of your previous work should be shown).
3. You must be able to finish the work within the budget.
4. Time limit: more or less around 2 months.
5. A non-disclosure agreement will be made if we're meeting.

I basically am just trying to create a community based website. The website I want is like facebook, where the layouts are simple, it's user friendly, easy for the eyes. Basically it's just a community based website. Please contact me as soon as possible (within 1 week of this post would be great).
