I've noticed a lot of people are saying they work on request, but I was also thinking, what about making designs anyway and then trying to sell them on. For example, create 2-3 designs, upload them to a site and sell them at a certain price. Will people buy like this? or do you have to focus on working on demand.

Yeah you can do that but you usually wont make as much money. If you are going to do designs like that then you are better off creating them for specific scripts like vbulletin because it reaches a larger audience easier and you can sell the same design to more then 1 person. There are so many designs out there which are free or almost free so its very hard to create generic designs and find someone willing to pay a lot for it.
