Well since I'm not a parent I can't really judge the article but I sure do know that I'll highly enforce all 4 of those points with my children.

First of all this is a great article. In my opinion, it would be the child's decision. I had no idea what entrepreneurship was until earlier this year. I believe we are pretty much born with the ability to be entrepreneurs. In this era, kids know that being a doctor or lawyer will make their parents happy. A few decide to make their own paths and do what they want to do.
Although parental support is a must, if a child/teen wants to start an online business, it is up to them to make the decision, the parent can only support them (:
