I don't think the rebels will ever fully gain control of Libya until they take Tripoli, as it's been rare throughout history for any country to change leadership without the capital being taken (a key factor why Berlin was split between the USSR & Western Allies despite being deep into the Soviet zone), and I don't think they're adequate enough of a military to do so; without western-superpower involvement; which has other problems with it.
I also don't think Gadaffi will ever regain control of the East, because they'd meet the UN there which would be a "FML" moment. Really; they're too separate states with different ideologies as it stands... the only thing standing in the way would be them officially declared so.
